Unlock The Concept of Stone, after The Concept of Wood. The technology costs 15 red technology points to unlock. Make the recipe at Stonemason's Workbench.

The recipe also has a conditional bonus of 1–2 pieces. Its chance depends on Mason; this is separate from the base output, not a guaranteed total.
